India’s Information Technology Minister Ashwini Vaishnaw has
confirmed that the long-awaited rules under the Digital Personal Data
Protection (DPDP) Act will be published by September 28, 2025, marking a major
milestone in the country’s data protection journey.
The announcement was made on September 18 during a pre-event
of the AI Impact Summit in New Delhi. According to the Minister, the rules have
been finalised after an extensive consultation process involving stakeholders
from industry, civil society, and the legal community, ensuring a balanced
framework that protects individual rights while enabling innovation and ease of
compliance.
The DPDP rules are expected to introduce clear operational
protocols for the collection, processing, storage, and sharing of personal
data, alongside defined obligations for businesses handling such information.
They will also strengthen enforcement mechanisms by outlining penalties for
violations and providing structured guidance on cross-border data transfers.
Observers note that the final rules will also reinforce
individual rights, including consent, access, correction, and erasure,
nomination of personal information- addressing long-standing concerns around
user privacy and accountability in India’s digital ecosystem.
“This is a defining moment in India’s data governance,”
Minister Vaishnaw said, underscoring the government’s commitment to
institutionalising privacy protections in a rapidly digitising economy.
The announcement comes at a time when artificial
intelligence, machine learning, and big data applications are expanding
rapidly. The DPDP framework is expected to provide much-needed regulatory
